Old search engines tend to be corrupt.
Some search engines take money as the number one factor, as an experienced web developer, i have a lot of evidences ...

This will loss the reputation and quality of search, they collect abundant of rubbish as long as it is paid.

Just like a lawyer. He/she will most likely accept a case as long as it is paid. Even though it is apparently that the defender is an offender .
